Forester
Dr. William E. Schlosser has been a professional
forester since 1989 and has worked in the forestry industry of the Pacific
and Interior Northwest since 1982. He has extensive experience working
with non-industrial private forestland owners, industrial forestland owners,
tribal forestlands, and government agencies in the administration of forestry
projects. Although his advanced degrees are in natural resource economics
and finance, he also possesses advanced skills in geographic information
systems (GIS), global positioning systems (GPS), land use planning, and
forest management.
Dr. Schlosser has extensive international
forestry experience including over six years working and living in the
Russian Far East and Siberia. While there he served as Chief Forester and
then as Project Director for various USAID projects (Environmental Policy
and Technology Project and the Russian Environmental Partnership Project).
He was the Chief Operations Officer and General Director for the US–Russian
joint venture JSC Forest Starma which managed a long-term lease of forestlands
harvesting 360,000 cubic meters of timber annually from the Russian Far
East which was marketed into Japan, Korea and other Asian ports. As President
and CEO of Pacific Rim Taiga, Inc., he operated in the USA and Russia from
1996-2001 administering and serving as forestry specialist on various projects
for the US Forest Service, the Russian Federal Forest Service, private
companies (Russian, American and others), and international organizations.
He has also advised on various projects in Canada and Europe.
Dr. Schlosser is a recognized and respected
educator with 8 years of experience working with Universities (University
of Idaho, Michigan State University, Washington State University). He has
delivered over 300 seminars and short courses on a variety of forestry
topics in the US and Russia. Attendees to his classes have been estimated
at well over 7,500 individuals. He has also taught undergraduate and graduate
classes in natural resources, and specifically in forestry.
Dr. Schlosser has extensive experience
implementing GIS analysis projects; in addition to being the Director of
the NMI GIS Lab in Moscow, Idaho, he provides leadership for all of the
company’s Wildland-Urban Interface Wildfire Mitigation Plan projects and
All Hazards Mitigation Plans. He has been the Project Director for over
35 county and tribal level hazard mitigation plans, which all used GIS
and on-site evaluations to assess fire risk and mitigation measures.He
has been the lead author of many Environmental Assessments and Environmental
Impact Statements.

WUI Wildfire Mitigation Plans. September

meetings in Elmore County, Adams County, Washington County, and Gem County
as part of 4 county Fire Mitigation Plans to gather and facilitate public
involvement. Each county’s presentation was tailored to that county’s plan.

Measuring Your Trees, Lewiston, Orofino,
Moscow & Cottonwood, Idaho. Series of 3 meeting workshops (2 evenings
and one Saturday) to teach forestland owners how to measure their trees
and calculate volume, growth, and other needed measurements. Repeated in
1993-95.
Opportunities in Managing Tribal Forestlands,
Lapwai, Idaho. Four hour session presented to the Nez Perce Tribal leadership
on new technologies for the management of the tribe’s forest resources.

Managing Your Timber Sale. A
two-part series delivered 3 times (1992-94) to a total of 210 forestland
owners, forestland managers, and others in the area. Notebooks summarizing
the program and providing resource information were distributed to all
participants.
Estate Planning for Forestland Owners.
Educational programs presented to 367 forestland owners in twelve locations
in Idaho, Montana, and Washington from 1992-1995.
Logger Education to Advance Professionalism
–
Modules; Water Quality and Silviculture. Presented and assisted in
the development of 2 day Logger Education for Advanced Professionalism
workshop offered in joint cooperation with the Cooperative Extension System
and the College of Forestry, Wildlife and Range Sciences of the University
of Idaho to 42 logging operators. 1993-94.
