Projects under direction include Wildlife Management Plans, Forest Management Plans, Range Management Plans, Fire Management Plans, Integrated Resource Management Plans, Stewardship Plans, NEPA compliance, Environmental Assessments (EA), Environmental Impact Statements (EIS), Biological Assessments (BE), and FEMA Multi-Hazard Mitigation Plans. Responsible for conservation management of over 46,000 acres of cropland and 50,000 acres of grazing lands through leases including advertisement, negotiation, document preparation and lease compliance actions; with the objective of maximizing revenue for the Indian landowners awhile protecting soil and water quality.
National Environmental Policy Act (NEPA) Coordinator for all projects on tribal lands.Mr. Bell directly supervised and directed the Geographical Information System (GIS) and Global Positioning System (GPS) functions at the Nez Perce Tribe, including system administration of a UNIX and NT server, database management, project development and education.
Oversaw and coordinated all noxious weed management activities on Indian lands.
Established and supervised the Nez Perce Biocontrol Center, which operates on grants and contracts from federal, state, and private organizations. The Center produces and distributes over 10 species of insects for the control of noxious weeds.
Supervised the Nez Perce Horse Program, which has developed a new breed of horse for sale to the general public and used by Tribal members for education and cultural purposes.Prepared briefing papers on national legislative land management issues and made presentations to members of the Senate and House of Representatives in Washington, D.C. and national level Federal agency staff.
Written and received grants from federal agencies and private foundations totaling over $200,000/year outside the base funding sources, including a 3 year grant from MASA for implementing remote sensing technology.
Representative for the tribe to the Intertribal GIS council and Intertribal Agriculture Council.
