Mr. Bassler has over 25 years experience as a consulting forester and natural resource professional in various aspects of timber harvest operations. His background consists of a combination of hands-on practical experience and education and research of various logging systems. He also has expertise in harvest planning and operations analysis. At present, he manages the Northwest Management, Inc. (NMI) Timber Sale Program. His primary responsibilities are overall administration of the program, contract preparation, and ensuring that operations are designed and planned to meet the Client’s objectives. All operations must also meet all State and Federal regulations concerning forest practices and best management practices.
In addition to these responsibilities, Mr. Bassler is project manager for various forestry related projects that the company undertakes. This involves planning, scheduling, communication, and coordination of all resources to meet project requirements and deadlines. Mr. Bassler also provides expert witness testimony on logging trespass and logging safety issues.
Timber Sale Administration and Log Marketing
Mr. Bassler is responsible for providing timber sale services to both industrial and non-industrial private forest landowners in Idaho, Eastern Washington and Eastern Oregon. Responsibilities include sale procurement, sale preparation and layout, logging planning, log marketing, contract negotiations, sale administration, quality control and slash disposal. Sale advertisement packages are prepared for each timber sale to provide the highest net return to the client. He is also responsible for logging and transportation planning involving equipment and system selection, harvest production and cost analysis, and road location and design.
Mr. Bassler was involved with a large burned area emergency rehabilitation (BAER) project on the Wind River Reservation in Wyoming. The project involved salvaging fire-burned timber and implementation of various rehabilitation activities on areas burned in the Kate’s Basin Complex Fire.
Mr. Bassler has been involved in numerous road layout, design, construction, and maintenance projects in the Inland Northwest including the supervision of the road construction, reconstruction, maintenance, and abandonment work. A few projects required P-line surveys, design, and slope staking.
In Washington State, Mr. Bassler has been involved with road maintenance and abandonment planning (RMAP). Road inventories are conducted to identify road maintenance problems or issues. Maintenance work is then prioritized and scheduled based on fish passage and sediment delivery issues. Stream crossings are designed to meet fish passage and 100 year flow requirements. Installation, removal, and restoration work of stream crossings and the road maintenance work is then scheduled and administered.
Mr. Bassler has served on several interdisciplinary teams as a transportation and logging systems specialist to evaluate harvest methods and alternatives for feasibility studies and environmental impacts. He also has consulted for with various tribes and forest products companies on road layout.
Natural Resource Planning
Mr. Bassler has prepared numerous forest management plans, forest stewardship plans, and timberland valuations for private timberland owners. Assistance has also been given to landowners in obtaining cost share money and implementation of forest improvement treatments. As part of a team of resource professionals, he has helped prepare county-wide fuel hazard assessments, fire mitigation plans, and all hazard plans. Defensible Space Plans have been prepared for numerous private landowners to reduce the hazards associated with wildfire. Most recently, Mr. Bassler was involved in preparing a Biomass Feasibility Study for a small town considering use of biomass for heat and energy.
Another area that Mr. Bassler has been involved with is stewardship contracting. He has prepared several proposals for private timber companies that involved numerous service and construction projects.
In addition to his timber sale program responsibilities, Mr. Bassler assists in prescribed burning and pile burning activities. He has prepared prescribed fire plans and implemented them as a Burn Boss on numerous prescribed burns. He works in all operation aspects including ignition, holding, mop-up, and patrol. He also operates Northwest Management, Inc. engines on various prescribed burns and wildfires.
